More and more people are outraged at the sheer lack of decency displayed by passengers on a westbound Market Frankford Line Train. on October 13,2021. Everyone was minding their own business on the train car, when a homeless male, Identified as Fiston Ngoy grabbed a woman who was also on the train and started to push her down, and rip her clothes off. As he took his pants down, people took out their cell phones and recorded it.
Not one person called 911. The exception to that was a SEPTA employee who was … As the train pulled into the 69th Street Transportation Center in Upper Darby, Police were on hand to make an arrest. The attack was captured on security cameras that were in the train car. police Superintendent Tim Bernhardt told the media he was “Shocked” to see that no one n the train lifted a finger to help.
People could be scared to fight off an attacker, for fear that the rapist could hurt them, that is still no excuse to film this. The fact that 911 was not called is troubling. In a statement released to the media, SEPTA said “The assault was observed by a SEPTA employee, who called 911, enabling SEPTA officers to respond immediately and apprehend the suspect in the act. ,There were other people on the train who witnessed this horrific act, and it may have been stopped sooner if a rider called 911. SEPTA urges anyone who observes a crime being committed or any dangerous situation occurring to report it. Anyone witnessing an emergency should immediately call 911.”
The woman did not know her attacker and she did go to the hospital for treatment of her injuries. Ngoy was charged with rape, aggravated sexual assault and other charges. He is held at the Delaware County Correctional Institute. Had it not been for the SEPTA employee, it is quite possible that he would have gotten away with his act.. This is being investigated by the Upper Darby Police Department and Investigated by the Transit Police.
