Two alleged gift card scammers were arrested by Lower Moreland Police, after alet CVS employees observed them take a stack of gift cards from the CVS on the 600 block of Welsh Road. When officers arrived the males were gone. They were quickly located behind a nearby building, urinating and detained. One of the males had a stack of unactivated gift cards in his pocket, police said.
Upon further examination, officers found that the cards were tampered with. Police said it was apparent that the glue was not consistent with normal gift card packaging. It was also determined that the CVV codes were scratched off and a sticker was attached in its place.
Both males, Liu Zhangcai . has been charged with (1) Count of Forgery (1) COUNT OF POSSESS ACCESS DEVICE KNOWING COUNTERFEIT Altered (1) count of Receiving Stolen Property(1) Count of Forgery (1) count of Receiving Stolen Property (1) COUNT OF OPEN LEWDNESS.
Kai Liang-Wang was charged with (1) Count of Forgery (1) COUNT OF POSSESS ACCESS DEVICE KNOWING COUNTERFEIT Altered (1) count of Receiving Stolen Property.

In short, when you purchase a gift card, the scammer will find out it is activated and make purchases on it. leaving the recipient with a very low or no balance to spend. Police believe these two could be part of a larger ring of thieves and fraudsters.
