When people hire someone to do work, they want it done right and for the price and time frame they were quoted. Nothing upsets people more than to hire someone to do work and they do a bit of the work and don’t come back. Or they refuse to return phone calls. Or the work does not meet code.
Shawn Hagan, of Hagan Home Concepts, was arrested last week by Bucks County Authorities and charged with several counts of Home Improvement Fraud, Theft and related offenses. According to police, he did all of the above.
The investigation started in May of this year when Middletown Police were contacted by a resident who reported hiring Shawn Hagan and Hagan Home Concepts to complete a major home renovation at an estimated cost of $172,700. Hagan was paid $107,566 before any work began. During the following five months, Hagan completed only demolition-related activities and some framing work, failing to make meaningful progress toward the construction and renovation phases of the project. Middletown Township Building and Zoning officials inspected Hagan’s work and issued a stop-work order due to deficiencies and his failure to perform the work in accordance with the approved plans.
In Bensalem, on May 18, 2026, Bensalem Police were contacted by a resident who reported entering into an agreement with Shawn Hagan, of Hagan Home Concepts, to construct an addition to the resident’s home for an estimated cost of $72,000. The victim reported paying Hagan $46,725. Although Hagan began work on the project’s foundation, he subsequently ceased communicating with the victim and failed to complete the work.
On June 16, 2026, Bensalem Police met with another resident who reported being the victim of fraud by Shawn Hagan and Hagan Home Concepts. The victim reported paying Hagan $24,000 toward the estimated $58,000 cost of an addition to the victim’s home. According to the victim, work on the project never began, and the money paid to Hagan was never refunded.
Hagan’s business was located in Northeast Philadelphia, near Academy Road. His company has multiple bad reviews from people reporting similar issues.
On August 19, 2026, Hagan was arraigned before Magisterial District Judge Joseph Falcone, who set bail at 10% of $750,000. Hagan was subsequently remanded to the Bucks County Correctional Facility.
