Counselor to Stand Trial for Secretly Recording Patients, Including Children At Quakertown Office

A Bucks County family counselor accused of allegedly secretly recording patients and staff — including minors — at his former Quakertown office will face trial after waiving his preliminary hearing today.

Jonathan Elliot Moyer, 55, of Alburtis, is charged with 12 counts of interception of oral communications, 13 counts of invasion of privacy, and one count of possession of an instrument of crime. Prosecutors say Moyer hid cameras in bathrooms and counseling rooms at Empower Life Coaching & Counseling, capturing more than 20 videos of individuals without their knowledge, including during sensitive therapy sessions. Authorities say the number of victims has risen to 21.

Among the most disturbing allegations is that Moyer targeted three minors, including one young girl who was allegedly filmed in an “up-the-shorts” angle during a session orchestrated by Moyer. Investigators say the counselor set up a low-angled camera before the girl arrived and then directed her to stand in a particular spot during an “exercise.” Many of the victims were seeking help for past trauma, which prosecutors say Moyer was aware of.

“The actions of the defendant represent a profound betrayal of trust, particularly impacting vulnerable individuals seeking help,” said Bucks County District Attorney Jennifer Schorn. “Our office is committed to ensuring that those who violate the privacy and safety of others are held accountable.”

The investigation began in March when a digital storage device was turned over to the Bucks County District Attorney’s Office. It showed Moyer placing a camera in his office. Search warrants later uncovered hidden devices including a charging block camera in the office bathroom and a key fob camera on Moyer’s person. Videos showed him soliciting unnecessary urine samples from female clients, some of whom were also caught on video in the act of providing them.

Moyer’s formal arraignment in Bucks County Court is scheduled for June 30. He remains presumed innocent until proven guilty. The case is being prosecuted by Chief Deputy District Attorney Kristin M. McElroy, with investigation support from multiple law enforcement agencies across Bucks and Berks counties.

Criminal charges are allegations subject to proof in a court of law. Defendants are presumed innocent until proven guilty in a court of law.
