By Dan Doyle — Bristol Township has officially appointed Lieutenant Charles “C.J.” Winik, Jr. as the new Chief of Police, succeeding Chief Robert Coulton, who is retiring after a decade of dedicated service.
With a law enforcement career spanning nearly two decades, Chief Winik brings deep institutional knowledge, leadership experience, and a commitment to community-focused policing. Winik, a 19-year veteran of the Bristol Township Police Department, has served in a variety of roles, including Patrol Officer, Field Training Officer, Sergeant, SWAT member, and most recently as Lieutenant. He also served as the department’s Public Information Officer.
In his most recent assignment, Chief Winik oversaw both the Criminal Investigation Division and Administrative Services, playing a key role in high-level investigations and internal operations. Township officials cited his strong leadership, strategic thinking, and consistent focus on accountability as critical factors in his promotion.

Winik is a graduate of Northwestern University’s School of Police Staff and Command, where he honed his leadership skills with a focus on measurable outcomes, employee development, and collaborative management.
“I am truly humbled and honored to be appointed Chief of Police for Bristol Township,” said Winik. “This community means a great deal to me, and I am committed to building on the strong foundation already in place.”
The Township expressed its appreciation to outgoing Chief Robert Coulton, whose tenure was marked by modernization efforts, crime reduction, and increased transparency.
Chief Winik’s appointment is effective July 1, 2025. Community members and local officials have welcomed the transition, expressing confidence in Winik’s ability to lead the department into its next chapter.
