Electric Scooter Rider Faces Charges After Fleeing And Fighting Police in Lower Chichester

LOWER CHICHESTER, PA What began as a routine warning for a minor traffic violation quickly escalated into a police chase and arrest last Thursday evening in Lower Chichester Township.

On July 17, 2025, around 5:06 p.m., a township police officer observed a man riding an electric scooter the wrong way down Ginsburg Drive, a one-way street. The officer intended only to issue a warning about the violation, as township ordinances prohibit the operation of scooters on both roadways and sidewalks.

Using his patrol vehicle’s public address system, the officer advised the rider—later identified as Jhassan Hamir Harper, to exit the roadway. Harper acknowledged the command with a thumbs-up gesture but then proceeded to ignore the instruction, recklessly running a stop sign at Summit and Chadwick Avenues.

When the officer activated his emergency lights to initiate a traffic stop, Harper turned the wrong way onto Ervin Avenue and attempted to flee. He weaved between parked cars and jumped onto a sidewalk in an effort to evade the pursuing officer.

The officer eventually caught up with Harper and advised him that the incident had now escalated from a warning to a formal traffic stop. Harper tried to ride off again, prompting the officer to hold the scooter’s handlebars and issue verbal commands to stop. Harper allegedly attempted to overpower the officer, prompting a brief physical struggle.

Harper was eventually subdued with the help of a second responding officer. As he was being escorted to the patrol car in handcuffs, Harper reportedly made verbal threats against the officer and made a last-ditch effort to flee, which was quickly thwarted.

Harper was taken to the Lower Chichester Township Police Department for processing. He is facing multiple charges, including: Fleeing or Attempting to Elude Police, Resisting Arrest, Disorderly Conduct, Obstruction, Terroristic Threats. Harper will receive his charges via summons.

The incident highlights the growing concerns local law enforcement have with the misuse of electric scooters on public streets and sidewalks, especially when riders disregard both safety and lawful orders.
