Philly Cops Investigate Two Officers In Fatal Crash In Kensington

Philadelphia Police have five juveniles in custody for the senseless death of Mr. Wilberto Casillas, when the motorcycle he was driving was hit by a stolen KIA, at the intersection Front Street and Hunting Park Avenue. Five juveniles were arrested, four teenage girls and one juvenile male. The girls are all facing charges of receiving stolen property, conspiracy, evading arrest, and unauthorized use of motor a vehicle, police said. After the accident, all of the vehicle’s occupants ran away from the crash, police said.

The male driver’s identity has been released. His name is Bryce Neely. He is 17 and being charged with multiple felonies, police said. Some of those charges include third-degree murder, homicide by vehicle, and theft. He is facing charges as an adult and that means upon conviction he will go to adult prison.

Police were behind the stolen KIA as it raced down the streets of Kensington. Police did not call it a pursuit, however, the Internal Affairs Division is investigating two officers . Police released a statement confirming this and stating in part:” All  available surveillance footage capturing the events leading up to the fatal crash  is being reviewed as part of this  investigation. We are working diligently to understand all aspects of this incident to ensure all PPD policies and procedures were followed.” 

The crash happened about 8:00 PM Tuesday night. Police are working on getting Neely’s mug shot out to the public.
