Middletown Doctor Charged With Running a Pill Mill

Dr. Ken Fox had a medical practice in Middletown Twp., Bucks County Pa. He was arrested yesterday and charged with writing Suboxone prescription for people that allegedly did not need it. He was formerly with Jefferson Health but was fired from that organization, authorities said. The practice was at a facility on Frosty Hollow Road. When he left under Jefferson, he rented space in the basement .

Dr. Fox, from Jenkintown Pa would have his patients sitting in a hallway outside of the office and simply call “Next”. According to court documents, appointments were not given. People would sit at his desk, pay $130.00 for the office visit and get a prescription, the District Attorney Jen Schorn said in a news release.

Undercover detectives posed as patients and got to hear the other people in front of them as the office door was never closed. According to Schorn, patients would get a 30 day supply.

On June 24, 2024, detectives served a search and seizure warrant at Dr. Fox’s basement office. Detectives found incomplete patient files with most of Dr. Fox’s notes being prescriptions. When asked, Dr. Fox said he could make a file based on the knowledge in his head, according to a criminal complaint.

The 80 patient files and audio files from the undercover office visits were submitted for review to Dr. Stephen Thomas, an expert in pain and disability management and controlled substance management. In his findings, Dr. Thomas wrote: “Dr. Fox was, in my opinion, selling the prescription as opposed to providing a professional service in the usual course of professional practice.

The medical records for these individuals were grotesquely deficient in that they contained no significant medical information for any of the patients I reviewed.”

Dr. Fox was charged with 12 counts each of administration of any controlled substance by a practitioner and furnishing false or fraudulent records and three counts of possession with intent to deliver a controlled substance.

Dr. Fox was remanded to the Bucks County Prison after he could not post $75,000 bail-10 percent. According to authorities, A check with the DEA revealed that Dr. Fox was recently fined $489,025 for failing to maintain complete and accurate records of controlled substances, failing to keep required receipt and dispensing records, failing to perform biennial inventories, and writing prescriptions “for stock.”
