Regional-Organized Retail Theft Ring Taken Down By Philadelphia Police

Philadelphia Police announced the arrests of three individuals who they allege are responsible for multiple retail thefts in the city and in other townships in Pa as well as New Jersey. Arrested were:

  • Darryl Foreman, 31, of the 2200 block of South Hemberger Street, Philadelphia, was held on $180,000 bail.
  • Demil Coley, also known as Demil Allen-Coley, 32, of the 6100 block of Delancey Street, Philadelphia, was held on $90,000 bail with multiple out-of-jurisdiction warrants and detainers pending.
  • Malik Williams, 31, of the 200 block of West Rosemar Street, Philadelphia – currently in custody at SCI Coal Township on $30,000 bail for one Philadelphia theft, with an active warrant and detainer issued for four additional Philadelphia thefts.
    Police said that $15,000 in stolen shoes was stolen just in Philadelphia. In the region, including New Jersey there were 12 thefts totaling $13,500.

All three face charges of Retail Theft, Organized Retail Theft, and Criminal Conspiracy.. According to court records, these are felony charges. police did not say what stores were victimized. They did say the thefts were from February 3, 2025 until March 22, 2025.
