Bucks County Police Charge Delaware Contractor In Multi-Case Fraud Scheme

BUCKS COUNTY, PA – Bucks County authorities have filed additional criminal charges against a 46-year-old Delaware man accused of defrauding multiple homeowners by accepting payments for hail-damaged home repairs that were never completed.

John D. Paoletti, owner of Choice Remodeling and Restoration, currently faces active arrest warrants and criminal charges in four separate cases involving theft and fraud. Investigators believe there may be additional victims in other jurisdictions, with confirmed losses in the reported cases exceeding $80,000.

Authorities say Paoletti solicited and accepted substantial upfront payments for home improvement projects but allegedly failed to perform the work. In one Morrisville case, Paoletti received a $12,500 insurance check but did not complete repairs for nearly a year. Another Morrisville resident reported losing more than $10,700 after Paoletti failed to fix their roof. In Lower Makefield Township, a homeowner said they lost over $17,500, while a fourth Morrisville victim claims a loss of nearly $46,000.

When victims requested refunds, Paoletti reportedly became unresponsive or, in some instances, allegedly conditioned reimbursement on victims not pursuing criminal charges.

Charges have been filed by the Morrisville Police Department in August 2024, November 2024, and August 2025, and by the Lower Makefield Police Department in December 2024. Paoletti has known ties to Morrisville, Millsboro, Delaware, and Hockessin, Delaware.

He faces multiple felony and misdemeanor counts, including home improvement fraud, deceptive business practices, theft by deception, and receiving stolen property. The cases are being prosecuted by Deputy District Attorney Alan J. Garabedian.

Authorities are urging anyone who hired Paoletti or Choice Remodeling and Restoration, paid in advance, and did not receive services or a refund to contact police.
