Cops know who stole railing from Union Leauge

Philadelphia Police have issued an arrest warrant for 50 year old Reginald Phillips after they allege he is the person depicted in surveillance video stealing a brass railing from the Union League earlier this week. The theft happened during the early morning hours and caused the steps leading into the building to collapse. The damage caused is expected to exceed $100,000 Cops allege that Phillips pulled at the railing until it gave way. He then carted the railing down the streets of center city, where he then covered it up with a cloth or drape. .
He sold it at a local scrap yard, cops said. Phillips, 50 years old from North Philadelphia is old enough to know better but does not. He has a criminal record going back at least 20 years.
