Philadelphia Resident Pleads Guilty To Making Threatening Racist Remarks To City Workers

by Alex Lloyd Gross

When Mark Tucci emailed the city about a records request, he did not get the result he wanted so he resorted to calling the agency and screaming violent threats against people of color that worked for the city. He admitted in federal court that he made his threats by phone, email, text message, and in person, court documents said.

Tucci was arrested on a criminal complaint and warrant in January of this year and charged by information in March with one count each of a threat to use a dangerous weapon, interfering with federally protected activities, cyberstalking, interstate communication of threats, and threats interfering with federally protected activities.

Tucci somehow got the personal address and cellphone number of one worker and texted her that he was going to hurt her and come to her street. “It’s personal now”, he said.

Tucci also became enraged at another driver on I-95. He pulled next to them, called the driver racist names and then threw a mug of coffee onto the vehicle.

No sentencing date has been provided.

  1. This Mark Tucci doesn’t use his head, and doesn’t control his temper with people.

It’s true though, dealing with City Hall officials is well known for being a frustrating experience.
Specifically, when dealing with them over the phone about something.
You’ll sometimes get an official that doesn’t respond with correct information or solutions to your issue, or some vague reply.
    It is frustrating, for sure.
As for me, I record the whole phone call, and save it, because that initial prompt of: “This call may be recorded for quality purposes” isn’t worth a damn thing.
I doubt they actually save anything at their end, so I keep “proof” of the call, and dated the time/date of that call.
I do this for any type of City related call…. including ultility companies.
Yes, I’ve got one of those vintage answering machines that uses cassettes, and has two-way recording ability.
And I keep a folder of correspondence and receipts for anything important related to City matters.

Trust me, don’t rely or assume that contacting city officials will go smoothly, without frustration.
Be prepared! – be polite – do your homework before picking up that phone.
