Philadelphia Police Release Info On Mother That Murdered Her Child

When people asked about her four year old child, Dominque Bailey, of the 6700 block of Lebanon Street would simply tell them that her child, Damari Carter was killed in an accident. On December 30,2023, Police got a tip that Bailey may have been lying. An investigation was started and police quickly found that there was never an accident involving the child.
On January 4th, 2024, police found Bailey and brought her in for questioning. She told investigators that the child died at an address on the 3800 block of Reno Street. The next day, police were out at that address with a search warrant.
They found an adult, 40 year old Kevin Spencer at that address. He too was arrested and police were able to determine that he had involvement in the death of the child. The body of the child has not been found at this time. police did not say when the child had been killed.
Bailey was charged with Murder, Endangering the Welfare of a Child, False Reports, Abuse of Corp, and related charges . Spencer is charged with Criminal Conspiracy, Murder, Endangering the Welfare of a Child, False Reports, Tampering with Evidence, Abuse of Corpse, and related charges for his involvement in the death of 4 year-old Damari Carter.
