Huntington Valley Resident Arrested For Threatening Disabled Man Over Handicapped Parking Spot

On August 7 2026 a male who was suffering from cancer was at the CVS on Welsh Road, to pick up medication. He parked in the handicapped space and walked inside. This male walks with a cane police said and is very frail.

When he came out, he encountered Gary Phillips of Winthrop Road, and the two got into an argument over the parking spot. Phillips is alleged to have then pulled a knife and threatened the victim. Phillips then drove away.

Police were called and stopped Phillips. During that stop,they recovered a knife in his pocket. Phillips is alleged to have told the victim “I’ll cut your throat out”. According to charging documents, he told police that he pulled the knife for self defense.

Police looked at security footage a saw Phillips being the aggressor. He was charged with assault, weapons offenses and related charges.
