Hit and Run Suspect Surrenders To Philly PD

There are cameras everywhere.  If you are ever driving and get into an accident, remember that.   Sam Starks of the 2600 block of N. Howard Street allegedly made a bad decision during the early morning hours of June 6 2021. He was allegedly driving on the 2700 block of Kensington Avenue, when he hit Lauren Panas, a 36 year old homeless female.  who was crossing the street. As Panas lay dying in the street, Starks was driving away from the scene, police said.

An investigation, which used security camera footage and other means,  detectives tracked down the striking vehicle and determined that Starks was behind the wheel at the time of the crash.  An arrest warrant was obtained and before it could be served, Starks surrendered himself to AID officers. on July 22 2021. He faces charges of Involuntary Manslaughter, Homicide by vehicle, Accident Involving Death, REAP, Tampering with evidence, Obstruction of Justice, Reckless Driving and Driving unsafe speed, police said.
